University of Economics Ho Chi Minh City Accompanies the Four Pillar Resolutions of the Politburo

On June 23, 2025, the University of Economics Ho Chi Minh City (UEH) organized an event to introduce the program “UEH Accompanies the Four Pillar Resolutions of the Politburo,” attended by various Vietnamese press and news agencies. The program affirms UEH’s pioneering role through the “City-University Innovation Hub” model in implementing strategic resolutions on science and technology, innovation, digital transformation, international integration, legal reform, and private sector development, thereby contributing to the nation’s sustainable development and deep international integration.

Program Overview

In his opening remarks, Prof. Dr. Su Dinh Thanh – President of UEH – emphasized: “In the nation’s developmental journey, there are always strategic milestones that open new directions. Today, at the University of Economics Ho Chi Minh City, we are witnessing one such milestone: the announcement of the Action Program to implement the four pillar Resolutions of the Politburo, marking the beginning of a journey in which UEH is honored to accompany the nation into a new era of development.”

As the country enters a new phase of development with a long-term vision to promote a shift toward in-depth growth and sustainability, the Politburo has issued four key Resolutions, including:

+ Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation;

+ Resolution No. 59-NQ/TW dated January 24, 2025, on international integration in the new context;

+ Resolution No. 66-NQ/TW dated April 30, 2025, on reforming the development and enforcement of laws to meet the country’s development requirements in the new era;

+ Resolution No. 68-NQ/TW dated May 4, 2025, on private sector development.

These are breakthrough and strategic Resolutions that shape the nation’s new development model through 2035 with a vision to 2045. Comrade To Lam, General Secretary of the Communist Party of Vietnam, referred to these as the “Four Pillars” in the nation’s development. Realizing these crucial Resolutions requires the participation of many stakeholders, with universities being the central actors – creators of knowledge, providers of high-quality human resources, and connectors among the state, businesses, organizations, and both domestic and international communities to foster innovation for sustainable development.

Based on a strategic analysis of the Resolutions’ requirements and studies of successful university models worldwide, UEH has chosen the City-University Innovation Hub approach, considering it an essential foundation for universities to successfully implement the four Resolutions, thereby helping realize Vietnam’s vision for sustainable, autonomous, and internationally integrated development in the new era.

UEH City-University Innovation Hub

The UEH City-University Innovation Hub is a strategic co-creation and connection model initiated by UEH, inspired by global innovation hubs such as MIT Solve (USA), TU Delft (Netherlands), and Aalto Otaniemi (Finland), and tailored to Vietnam’s context to develop an open innovation ecosystem capable of adaptation, technological integration, and digital transformation. This model reaffirms that a modern university must be the nucleus of innovation in a knowledge society – a place that gathers, spreads, and leads strategic initiatives, playing a central role in implementing national strategies through education, research, and community engagement.

Accompanying the implementation of the four Politburo Resolutions, through this model, UEH, together with the state, businesses, organizations, and the community, carries out specific actions aligned with three pillars, reflecting the core competencies of a modern university:

Training and Developing High-Quality Human Resources:

UEH implements interdisciplinary, digitally integrated training programs connected to real-world practice and policy impact. Programs range from short to long-term, targeting leaders and managers in both the public and private sectors, with topics such as: enhancing leadership and management capacity to boost local competitiveness and sustainable development, strategic innovation and digital transformation management, ESG, FDI attraction strategies, modern public administration for dual-level governments, legal affairs, and green transformation. For businesses, especially SMEs and startups, UEH offers specialized E-MBA programs, advanced training in leadership and business management, technological innovation, digital transformation, ESG, strategic consulting, and brand development, with a 50% tuition reduction policy.

Scientific Research and Knowledge Transfer:

UEH operates creative spaces such as Living Lab, FabLab, Open Library, and Smart Campus, and organizes interdisciplinary scientific forums and policy dialogues using co-creation methods. Research focuses include: macro policy research, science and technology, innovation, local competitiveness, international integration, law, public governance, digital economy, circular economy, green finance, ESG, SME development policies, and experimental institutional models (sandbox). UEH applies AI and Big Data to forecast trends, simulate policies, and build empirical databases to support the implementation of the four Resolutions.

Consulting – Development – Connection:

UEH serves as a hub for policy critique and strategic consulting for the nation, localities, and businesses. UEH develops indicator systems to monitor the implementation of the Resolutions, builds open databases for policy management, and expands global partnerships to transfer models from leading international universities and innovation centers to realize this program.

UEH’s Commitment – A University of Action for the Nation

With the aim of becoming a new-generation university meeting international standards and integrated within a creative urban space, UEH continuously connects with networks of research institutes, policy centers, and universities domestically and internationally to spread the UEH City-University Innovation Hub Model. UEH affirms its pioneering role, embodying the true position of a modern university and national knowledge center in effectively implementing the Politburo’s strategic Resolutions.

The program, launched in June 2025, brings together the participation of schools, faculties, research institutes, strong research groups, and networks of experts both inside and outside the country. UEH cordially invites organizations, businesses, research institutes, and partners at home and abroad to join in realizing initiatives to implement the four strategic Resolutions for national development in the new era.

To effectively implement this program, UEH proposes that ministries, sectors, businesses, and organizations at home and abroad strategically cooperate with UEH in particular and universities in general in commissioning and deploying research – training – consulting programs tailored to each Resolution. At the same time, UEH recommends that the Government and relevant agencies issue policies to support funding, experts, and data to maximize the pioneering role of universities in realizing the Party and State’s major policies through this Program.
