The Binh Ngo Lunar New Year of 2026 opens with new joy and momentum, concluding a year of proud achievements for the University of Economics Ho Chi Minh City (UEH) and fueling aspirations for the journey ahead. Entering the 2025-2030 term, under the centralized and unified leadership of the Party Committee, UEH continues to inherit and build upon its legacy values, proactively seizing opportunities for robust development to realize its goal of becoming a multidisciplinary, multi-field university that acts for sustainability and enhances its regional and international influence. These accomplishments are nurtured by the collective effort, unity, and contributions of every member of the extended UEH family. The "ONE UEH" spirit - a spirit of solidarity, shared responsibility, and a common purpose—will continue to be the foundation for all activities and decisions in this term.
A Strategic Vision for the New Era
The 2025-2030 term unfolds in a context of positive national transformation, where higher education is increasingly affirmed as a crucial pillar for sustainable development and enhancing national competitiveness. In line with the Party's consistent policy of viewing education and training as a top national priority, as reaffirmed in the Politburo's Conclusion No. 91-KL/TW (dated August 12, 2024) and Resolution No. 29-NQ/TW (dated November 4, 2013) of the Central Committee, UEH is acutely aware of its role, mission, and responsibility in training high-quality human resources, promoting applied scientific research, and making tangible contributions to socio-economic development.
The strategic orientation of the UEH Party Committee is to focus its leadership on comprehensively enhancing the quality of all aspects of the university's operations, aiming to build a reputation and standing worthy of the region. The focus is on creating an innovative and humane educational environment, building a modern and effective university governance system, and promoting sustainable development values in all activities. This vision is built on a harmonious combination of inheriting and leveraging existing strengths and resources while proactively adapting and innovating to embrace new trends in global higher education.
UEH aims for a development model centered on people; taking innovation and digital transformation as key drivers; and adopting sustainable development as a guiding principle throughout. Accordingly, UEH strives to build an operational environment with outstanding characteristics: transparent and effective governance; quality, open, and humane academics; close connection and partnership with the community and businesses; and green, circular, and environmentally friendly operations. This serves both as a roadmap and a consistent commitment for UEH to develop stably, sustainably, and step forward steadily. The strategic vision will be systematically realized through specific action pillars, with the joint effort and solidarity of the entire UEH community, aiming for a bright future.

A Comprehensive Action Strategy for the 2025-2030 Term
To translate this vision into reality, the UEH Party Committee has defined an action roadmap centered on five key strategic objectives, creating a cohesive system to drive the university's synchronous and sustainable development.
The first strategic objective is to educate a generation of global citizens capable of sustainable action. UEH focuses on equipping learners with in-depth knowledge foundations, critical thinking skills, and a sense of social responsibility. This is implemented through innovating and internationalizing training programs, promoting quality accreditation according to regional standards, and developing interdisciplinary programs linked to sustainable development goals and digital transformation. Alongside this is building a team of talented faculty and scientists and developing an open, connected academic ecosystem, creating an innovative experiential environment for students.
The second strategic objective focuses on scientific research serving the sustainable development of communities. UEH promotes research with high practical value, addressing pressing societal issues, especially in priority areas such as green economy, circular economy, and digital transformation. The university encourages quality international publications, invests in developing strong research groups, and enhances the capacity of its academic journals, thereby contributing knowledge to the regional and global academic repository.
The third strategic objective emphasizes building a modern university governance system oriented towards sustainable action. UEH is committed to perfecting a transparent and effective governance model; making digital transformation a core driver through comprehensive digitization of processes and services. Concurrently, it focuses on modernizing and expanding the facility system, prioritizing the development of campuses following the green, smart, carbon-neutral university model; and expanding academic space through its campuses in Vinh Long and Nha Trang.
The fourth strategic objective is to pioneer the implementation of the green and circular university model. UEH applies circular economy principles in campus operations; focusing on sustainable infrastructure use policies, efficient energy use, renewable energy, and building a roadmap towards the Net Zero goal. The UEH Green Campus Living Lab project will become an experimental space, spreading a green lifestyle and sustainability awareness throughout the community.
The fifth strategic objective is to enhance connection and partnership with the community. UEH strives to become a knowledge connection hub between the university, businesses, government, and people in key localities. Through sustainable cooperation platforms, knowledge transfer, and applied research, UEH will work with the community to solve development challenges, promote innovative entrepreneurship, and contribute to socio-economic development,
These strategic objectives do not exist in isolation but complement, support, and serve as foundations for each other, forming a unified whole under focused leadership. These are key tools for UEH to take firm steps on its journey to affirm its position and fulfill its mission as a key public university in the new era.
Strengthening the Leadership Capacity and Strength of the Entire Party Committee
In parallel with strategic planning, building a clean and strong Party Committee is identified as a key task, the decisive foundation for success in the 2025 - 2030 term. The internal strength and leadership capacity of the Party Committee are the core driving forces to realize the set development roadmap, ensuring all policies are implemented synchronously, uniformly, and effectively.
The foremost focus is strengthening political and ideological education; cultivating political mettle and ethical qualities for the leadership team and all party members. The Party Committee advocates innovating the content and methods of activities and study; linking the thorough grasp of Party resolutions and guidelines with the specific development reality of UEH. Forms such as thematic seminars and online forums will be flexibly applied to enhance effectiveness. The content of studying and following Ho Chi Minh's ideology, morality, and lifestyle continues to be implemented broadly and practically, linked to building and promoting cultural values and the university's political tasks. Each official and party member serves as a role model of professional ethics, responsibility, and aspiration for dedication.
The second focus is streamlining the organizational apparatus and innovating leadership methods towards being lean, effective, and suitable for the modern, multidisciplinary university model. The Party Committee will direct the development of a systematic training and development plan for leadership and management at all levels; equipping them with strategic thinking and advanced governance skills. Personnel work is carried out rigorously, publicly, and transparently, aiming to build a succession team with both ethical qualities and professional competence, meeting long-term development requirements.
The third focus is developing the party member team both in quantity and quality, linked to UEH's strategy for developing high-quality human resources. The Party Committee has developed a Project on source creation and party member development for the 2025 - 2030 term. Party development work will focus on attracting, fostering, and admitting capable young faculty and staff with political mettle and dedication aspirations; along with comprehensively excellent students who are active and dynamic in youth movements. This is an important supplement, ensuring the continuity and development of the Party Committee.
The fourth focus is strengthening discipline and order through close inspection and supervision. The Party Committee will direct enhancing the effectiveness and efficiency of this work regarding compliance with Party principles, regulations, and State laws throughout the system. Discipline and order must be built on a foundation of transparency, close internal control, and full risk identification to prevent and stop violations, ensuring a pure and strong organization.
Finally, the Party Committee particularly values promoting democracy and mass mobilization work, consolidating the great unity bloc across the university. Socio-political organizations such as the Trade Union, Veterans Association, Youth Union, and Student Association are facilitated to promote their active roles in propaganda, mobilization, supervision, and social criticism.
Only when the Party Committee is truly strong in politics, ideology, organization, and ethics can its leadership over strategic objectives be ensured. The collective strength, sense of responsibility, and discipline of the Party Committee will create high unity in will and action, turning objectives into concrete results, propelling UEH steadily forward.
