UEH Supports Ho Chi Minh City in Enhancing English Communication Skills for Public Officials and Employees

Representing UEH were Dr. Thai Kim Phung - Interim Head of the Department of Communications and Partner Development; Mr. Huynh Thuc Dinh - Director of UEH Languages Institute; Mr. Nguyen Hoang Son - Deputy Head of the Department of Student Affairs; together with leaders of relevant units, lecturers, and learners who are officials, civil servants, and public employees working in external relations at departments, agencies, communes, wards, and special administrative zones across Ho Chi Minh City.

Overview of the Opening Ceremony of the first cohort of the English Communication Training Program for External Relations under Resolution No. 59-NQ/TW

Speaking at the Opening Ceremony, Mr. Huynh Thuc Dinh, Director of the Languages Institute at UEH, emphasized that Resolution No. 59-NQ/TW sets out requirements to strengthen international integration capacity and enhance the effectiveness of external relations in the country's new phase of development. In this context, English proficiency has become an essential requirement for officials, civil servants, and public employees. According to him, English is not only a communication tool but also contributes to more effective coordination with international partners, promotes cooperation, and builds a professional and modern image of Ho Chi Minh City's public officials.

As a multidisciplinary higher education institution oriented toward research and innovation, UEH has consistently identified its responsibility to accompany state management agencies in training and developing high-quality human resources. The implementation of this program further affirms UEH's capacity and experience in designing and delivering training programs tailored to practical needs, thereby contributing to improving the quality of human resources in Ho Chi Minh City.

The program is designed with a strong emphasis on practice, a learner-centered approach, and alignment with the practical requirements of external relations. The topics focus on key skills and content such as communication in international environments; participating in simulated conferences, seminars, and bilateral and multilateral meetings; delivering speeches and presentations, taking notes, and preparing meeting minutes; and drafting documents and emails in English.

In particular, the program incorporates the application of artificial intelligence (AI) to support note-taking, information synthesis, and information processing during meetings, thereby enhancing the effectiveness of public service delivery and meeting the requirements of digital transformation. The program is supported by a team of highly qualified lecturers with extensive experience in teaching communicative English, academic English, and international communication skills.

At the ceremony, M.A. Nguyen Hoang Son - representing the UEH Department of Academic Affairs - announced the decision to establish the course, provided an overview of the academic regulations, and introduced the UEH learning and research system, enabling learners to make thorough preparations before commencing the training program.

Through the program, learners are equipped with the knowledge, skills, and methods to use English in practical external communication situations, while having opportunities to exchange experiences and discuss situations arising in their professional work. The program thereby enhances learners' confidence in communicating and working with international partners, and in participating in external relations activities, in the context of increasingly deep international integration.

Learning and professional exchange activities during the training program

Following the first cohort, the English Communication Training Program for External Relations under Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo, for officials, civil servants, and public employees working in external relations in Ho Chi Minh City, will continue with the second cohort on July 20, 2026, and the third cohort on July 27, 2026.

The year 2026 marks the 50th anniversary of UEH's establishment and development. Throughout this journey, UEH has remained committed to its mission of disseminating knowledge and accompanying state management agencies, businesses, and the community through education, research, and knowledge transfer. The implementation of the English Communication Training Program for External Relations under Resolution No. 59-NQ/TW further affirms UEH's capacity to design and deliver training programs aligned with practical requirements, contributing to strengthening international integration capacity and developing a team of officials, civil servants, and public employees capable of meeting the development needs of Ho Chi Minh City in the new phase.
