UEH Strengthens Its Board of Management, Completing the Governance Structure of a Multidisciplinary University Under New Regulations

Following the appointment of Assoc. Prof. Bui Quang Hung as President of the University of Economics Ho Chi Minh City (UEH), the Ministry of Education and Training has issued Decision No. 1279/QĐ-BGDĐT and Decision No. 1277/QĐ-BGDĐT, appointing Prof. Nguyen Khac Quoc Bao and Dr. Dinh Cong Khai as Vice Presidents of UEH.

The completion of the Board of Management marks a significant step in consolidating UEH's leadership structure under a new university governance model, aligned with the direction of higher education reform, the amended Law on Higher Education, and Politburo Resolution No. 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training development.

This also represents an important milestone in UEH's 50-year development journey, reaffirming the strategy of cultivating a successor leadership team that has grown from within UEH's own academic, training, and governance environment - while laying the foundation for UEH to enter its 2026-2030 strategic acceleration phase, oriented toward multidisciplinary excellence, innovation, and sustainable action.

Within the new-term Board of Management, Assoc. Prof. Bui Quang Hung, Prof. Nguyen Khac Quoc Bao, and Dr. Dinh Cong Khai are all administrators and scholars who have devoted many years to UEH, having accompanied the University through its restructuring and modernization toward autonomy and international integration.

Prof. Nguyen Khac Quoc Bao, born in 1979 in Hanoi, graduated with a Bachelor's degree in Economics - Finance - Banking in 2001, received his Master's degree in 2005, and completed his Doctorate in 2009 at Ho Chi Minh City University of Economics. He was conferred the title of Associate Professor in 2015 and was recognized and appointed as a Full Professor in 2023.

To date, Prof. Nguyen Khac Quoc Bao has accumulated over 20 years of experience in teaching, research, and higher education management. He has held numerous key positions at UEH, including Dean of the School of Finance, Head of the Department of Training, Vice Rector of UEH College of Technology and Design, Vice President and subsequently Vice President of UEH, Secretary of the UEH Party Committee, and Chairman of the UEH University Council. He currently serves as a Member of the Ho Chi Minh City People's Council, Term XI (2026-2031).

With deep expertise in economics, finance, and financial technology, Prof. Nguyen Khac Quoc Bao is actively engaged in teaching, research, consulting, and policy review in finance, capital markets, Fintech, and the development of Ho Chi Minh City's International Financial Center. He also works alongside UEH to advance multidisciplinary, technology-integrated education and research, expand international partnerships, and enhance the University's innovation capacity.

Prof. Nguyen Khac Quoc Bao - Vice President of UEH

Dr. Dinh Cong Khai, born in 1967 in Ho Chi Minh City (formerly Ba Ria - Vung Tau province), graduated with a Bachelor's degree in Industrial Economics from Ho Chi Minh City University of Economics in 1990, received his Master's degree in Industrial Economics from the Asian Institute of Management, Philippines in 1997, and completed his Doctorate in Economics at the University of Colorado, USA in 2009.

With over 32 years at UEH, Dr. Dinh Cong Khai has held a wide range of academic and administrative positions, including lecturer at the School of Industrial Economics, School of Business Administration, and School of Public Administration; Director of the Institute of Public Policy; Director of the Fulbright Public Policy Training Program - a collaboration between UEH and Harvard; Dean of Public Administration; Vice Rector of the UEH School of Economics, Law and Government; and Vice President of UEH.

Over the years, Dr. Dinh Cong Khai has made significant contributions to advancing research activities, promoting science and technology transfer, policy consulting, international cooperation, and strengthening linkages between the University and local governments, the public sector, businesses, and communities - enhancing UEH's role within the regional and national development ecosystem.

Since 2021, together with their predecessors, Assoc. Prof. Bui Quang Hung, Prof. Nguyen Khac Quoc Bao, and Dr. Dinh Cong Khai have been directly implementing the strategy to restructure UEH into a Multidisciplinary and Sustainable University, progressively bringing UEH closer to the model of an urban innovation hub university, "UEH Univer-City Innovation Hub."

The completion of the new-term Board of Management marks the next step in consolidating UEH's university governance model, laying the foundation for the implementation of 10 key strategic initiatives to position UEH as a multidisciplinary and sustainable university ranked among Asia's Top 100 by 2045.

10 KEY STRATEGIC INITIATIVES FOR THE PERIOD 2025-2030

To realize its strategy, UEH is implementing 10 key strategic initiatives for 2025-2030:

1. Elevating the quality of UEH's faculty and staff;

2. Building an international academic ecosystem at UEH;

3. Strengthening scientific research capacity, international publications, science and technology transfer, and product commercialization;

4. Training high-quality, internationally oriented human resources with practical relevance, multidisciplinary integration, digital transformation, and sustainability;

5. Developing UEH's startup and innovation ecosystem to become a nucleus of entrepreneurship and innovation, connecting Vietnam's and Asia's startup communities;

6. Effectively developing the UEH alumni network through impactful and sustainable engagement programs;

7. Implementing the City University model, with UEH as a central hub connecting government, businesses, and communities on the foundation of co-creation and sustainable action;

8. Modernizing technical infrastructure and facilities, ensuring efficient governance and financial sustainability;

9. Upgrading UEH's comprehensive digital transformation to align with European standards;

10. Implementing the Happy University model.
