UEH Shares Insights on Integrating Internationalization into University Development Strategy

On July 16–17, 2026, the University of Economics Ho Chi Minh City (UEH) participated in the training program "Enhancing Knowledge and Expertise in Investment Cooperation and Internationalization of Higher Education," organized by the International Cooperation Department under the Ministry of Education and Training. During the event, UEH leaders contributed to two panel sessions, sharing practical experiences in embedding internationalization into university development strategies - ranging from governance and policy to enhancing the student experience.

The program brought together leaders of higher education institutions from across the country along with representatives of international education organizations, focusing on discussions about global higher education development trends, policy directions, and implementation solutions suited to Vietnam's context.

The training program was designed to help leaders of Vietnamese higher education institutions identify global higher education trends, assess their impact on the domestic context, and translate them into strategic priorities for global engagement activities.

One of the program's standout outcomes was supporting universities in drafting their Global Engagement Strategy 2030, covering the vision for internationalization, strategic pillars, governance models, resource mechanisms, and solutions to enhance the student experience, build institutional branding, expand partner networks, and attract international students.

Notably, Assoc.Prof. Bui Quang Hung and Assoc.Prof. Tran Ha Minh Quan took part in two panel sessions together with leaders of the Department of International Cooperation (Ministry of Education and Training) and international experts, sharing UEH's experience and strategic perspective on implementing the internationalization of higher education.

Integrating internationalization into university development strategy

In the panel session themed “Vietnam's Policy and Regulatory Context - A Driving Force for Global Engagement”, Assoc.Prof. Bui Quang Hung - President of UEH analyzed the important shifts in Vietnam's policy system that are laying the foundation for the internationalization of higher education in line with Vietnam's international integration orientations.

Accordingly, major policies and the broader legal framework - including Resolution 71, Decision 1600, Decree 124, and the amended Law on Higher Education - are creating a favorable legal corridor for educational institutions to expand training cooperation, develop international joint programs, promote research, and build education models that meet international standards.

Drawing on UEH's practical experience, Assoc.Prof. Bui Quang Hung emphasized that universities need to proactively make effective use of the policy corridor to drive comprehensive internationalization. “Internationalization should not be understood merely as expanding international cooperation; it needs to be integrated into the university's development strategy, linked to governance innovation, and to improving the quality of training, research, knowledge transfer, and the development of globally competitive human resources”, the President of UEH shared.

This approach shows that internationalization is not a separate group of activities, but should become a core capability, integrated into the governance system and professional operations of every higher education institution.

Enhancing the student experience, helping position Vietnam as a quality education destination

In the panel session “Enhancing the International Student Experience and Promoting Vietnam as a Leading Study Destination”, Assoc.Prof. Tran Ha Minh Quan - Rector of UEH Honours College (UEH.ISB) emphasized the need for a coordinated strategy spanning from the national level down to each individual institution.

Drawing on UEH's experience, Assoc.Prof. Tran Ha Minh Quan shared solutions for developing an international learning environment, expanding academic exchange activities, strengthening cultural exchange, and enhancing the overall experience for international students.

Through the two panel sessions, UEH shared a comprehensive perspective on the internationalization of higher education, spanning policy, governance, training program development, and enhancing the student experience, further affirming the University's direction of integrating internationalization into training, research, and innovation.

In the time ahead, UEH will continue to expand its partner network, develop training programs to international standards, improve research quality, and increase learning and exchange opportunities for students. These are important directions for realizing the Global Engagement Strategy, while also contributing to strengthening the integration capacity and standing of Vietnamese higher education on the international stage.
