On February 7, 2026, the University of Economics Ho Chi Minh City (UEH) officially launched the training course on "Operational Knowledge of the Vietnam International Finance Center in Ho Chi Minh City." The event kicks off a series of strategic training programs aimed at preparing the core human resources for the operational phase of the Vietnam International Finance Center in Ho Chi Minh City (VIFC-HCMC).
Launching the Training Roadmap for VIFC-HCMC's Core Human Resources
The training course is being launched as Vietnam implements the National Assembly's Resolution No. 222/2025/QH15 and develops guiding decrees for the establishment of an International Finance Center based on a "one center, two destinations" model in Ho Chi Minh City and Da Nang.
UEH is the lead institution in developing the content and organizing the program, in coordination with relevant agencies and units, to ensure the curriculum is closely aligned with the policy orientations, legal framework, and operational requirements of the International Finance Center in Vietnam. The first training course is designed for key officials of the city, including leaders and staff from municipal departments, the leadership and personnel of VIFC-HCMC, and UEH faculty involved in training programs related to the IFC.
The opening ceremony of the first course was attended by Comrade Nguyen Cong Vinh – Vice Chairman of the HCMC People's Committee; Dr. Dinh Cong Khai – Vice President of UEH; Dr. Truong Minh Huy Vu – Executive Chairman of VIFC-HCMC; Assoc. Prof. Dr. Nguyen Huu Huan – Executive Vice Chairman of VIFC-HCMC; and Mr. Nguyen Hong Van – Executive Vice Chairman of VIFC-HCMC. Also in attendance were representatives from businesses and organizations in HCMC, leaders of UEH's member colleges, departments, and schools, and the first 45 participants of the program.

In his opening speech, Dr. Dinh Cong Khai, Vice President of UEH, stated: "To ensure quality and practical relevance, UEH and NYIF have developed this training program in line with the latest legal regulations, mobilizing a team of faculty and speakers with extensive academic and practical experience, and applying technology in organization, management, and learning support. Therefore, the course will not only provide essential foundational knowledge for participants but also contribute to building a high-quality workforce for the Vietnam International Finance Center in HCMC."

Comrade Nguyen Cong Vinh, Vice Chairman of the HCMC People's Committee, also highly praised this collaboration: "The combination of UEH's solid academic foundation, the global practical experience from NYIF, and the participation of experts from major institutions like Dragon Capital and Binance will provide participants with the most practical knowledge."

A Training Program Aligned with the IFC's Operational Needs
The training course is designed to equip participants with the foundational knowledge and core competency framework needed to establish, organize, and operate an IFC. The program focuses on key topics, including: foundational knowledge of IFCs and their role in the global and Vietnamese economies; organizational models and operational, management, and compliance mechanisms of international financial centers; and the key contents of Resolution 222/2025/QH15 and related draft decrees.
The course is organized as an intensive training program over four days (February 7-8 and March 7-8, 2026) at UEH, with eight modules covering: Financial Markets and Institutions in an IFC; Capital Markets; Overview of IFCs and the Global Financial System; Organizational Models and Operational Mechanisms of IFCs Worldwide; Exchange Models and the Fintech Ecosystem; IFC Vietnam: Resolution 222/2025/QH15 and Draft Decrees; IFC HCM Implementation Strategy and the Role of Local Leaders; Crypto; and Management, Supervision, and Compliance Mechanisms; and International Connectivity and IFC Communications Management.
As Vietnam enters a phase of deep financial integration, UEH continues to affirm its role as a "City University Hub"—a university integrated with urban development—partnering with Ho Chi Minh City and the nation on the journey to build a dynamic, modern, and prominent International Finance Center in the region and the world.
