The Ministry of Education and Training organizes the conference to announce and present appointment decisions for the leaders of educational institutions under the Ministry

On June 5, 2026, at the conference to announce and present appointment decisions for the leaders of educational institutions under the Ministry, the Ministry of Education and Training appointed 153 Directors, Vice Directors, Principals, and Vice Principals.

The conference was held in accordance with the personnel work plan and the implementation of Resolution No. 71-NQ/TW, with the participation of leaders from the Ministry of Education and Training, leaders of units under the Ministry, and representatives of affiliated educational institutions.

Speaking at the conference, Minister of Education and Training Hoang Minh Son, also Secretary of the Party Committee, emphasized:“Today’s conference is not only an occasion to announce personnel decisions, but also reflects the political determination of the entire education sector in implementing the Party’s policy of innovating leadership methods and improving the effectiveness and efficiency of governance and operations of educational institutions in the new development phase.”

According to Minister Hoang Minh Son, consolidating the Party Secretary to concurrently serve as the head of an educational institution is an important innovation, helping ensure consistency between Party building, governance, administration, and professional activities.

In this round of announcements, UEH had the following leaders appointed by the Ministry of Education and Training: Assoc. Prof. Dr. Bui Quang Hung as UEH President; Prof. Dr. Nguyen Khac Quoc Bao and Dr. Dinh Cong Khai as Vice Presidents of UEH. This is an important milestone, opening a new development phase for the University in the context of UEH having just been selected by the Government to develop in the direction of becoming a key university, achieving advanced standards among Asia’s leading universities.

Speech by Assoc. Prof. Dr. Bui Quang Hung at the conference: The responsibility of shaping the future of educational institutions in a new context

Representing the 153 leaders of educational institutions who received appointment decisions, Assoc. Prof. Dr. Bui Quang Hung, UEH President, delivered his acceptance speech and shared reflections on the role of higher education in the country’s new development phase.

Expressing gratitude for the trust of the Ministry of Education and Training, Assoc. Prof. Dr. Bui Quang Hung emphasized that the appointment decision is not only a personal honor but also a responsibility to the University, learners, and society. “Every decision today does not close a journey of effort, but opens a new path of service — more pressure, but also more meaning,” he shared.

According to Assoc. Prof. Dr. Bui Quang Hung, in the context of the country accelerating the development of science and technology, innovation, digital transformation, and international integration, higher education must play a pioneering role in creating new knowledge, developing high-quality human resources, and addressing real-world social issues. Educational institutions must not only be places of knowledge transmission, but also centers connecting knowledge, technology, skills, and the development needs of businesses, localities, and the nation.

He also emphasized the responsibility of leadership teams in creating an honest academic environment, promoting research and innovation, developing training programs aligned with international standards, and building an autonomous, transparent, digital, and efficient university governance model. A strong educational institution is not measured only by scale or infrastructure, but also by the quality of the learners it trains, the knowledge it creates, the innovative capacity it nurtures, and the positive values it brings to the community.

The speech also conveyed a message of connectivity and cooperation among educational institutions to jointly improve the quality of the national education system, contributing to the country’s development aspirations in the new era.

On behalf of the appointed officials, Assoc. Prof. Dr. Bui Quang Hung shared and pledged: “[…] No strong educational institution is built from self-satisfaction. No strong education system is formed from a safe mindset. And no national aspiration becomes reality if educational institutions do not dare to think further, act more concretely, and move faster. Therefore, when accepting this responsibility today, we see it not as a destination, but as the beginning of a new phase of action. Action to bring the Party and State’s major policies into every lecture hall, every training program, every research project, and every governance decision. Action so that university autonomy becomes a development capacity; international integration becomes a quality standard; and innovation becomes an everyday culture in every school.

This appointment ceremony not only marked the consolidation of leadership teams at educational institutions under the Ministry of Education and Training, but also demonstrated the education sector’s determination to build a leadership team with capability, courage, and innovative thinking — ready to lead educational institutions in implementing new development goals, contributing to improved human resource quality and national competitiveness in the new era of development.
