University of Economics Ho Chi Minh City (UEH) and Vinh Long Provincial People's Committee Sign Cooperation Agreement for the 2025-2030 Period

On the morning of November 3, 2025, at the headquarters of the Vinh Long Provincial People's Committee, the University of Economics Ho Chi Minh City (UEH) and the Vinh Long Provincial People's Committee officially signed a Cooperation Agreement for the 2025-2030 period. This is a significant milestone, opening a new chapter of comprehensive strategic cooperation between the two parties, aimed at enhancing human resource quality, promoting innovation, and contributing to local socio-economic development.

An overview of the Cooperation Signing Ceremony

Attending the ceremony from Vinh Long's leadership were Ms. Ho Thi Hoang Yen – Standing Deputy Secretary of the Vinh Long Provincial Party Committee; Mr. Lu Quang Ngoi – Deputy Secretary of the Provincial Party Committee, Chairman of the Vinh Long Provincial People's Committee; Ms. Nguyen Thi Quyen Thanh – Member of the Provincial Party Committee, Vice Chairwoman of the Vinh Long Provincial People's Committee; along with leaders from various provincial Departments, Boards, and Sectors.

From UEH, attendees included Prof. Dr. Nguyen Khac Quoc Bao – Secretary of the Party Committee, Chairman of the UEH Council for the 2025-2030 term; Assoc. Prof. Dr. Bui Quang Hung – UEH Interim President; Dr. Dinh Cong Khai – Vice President of UEH; Prof. Dr. Nguyen Dong Phong – Chairman of the UEH Development Strategy Council, former Secretary of the Party Committee, and Chairman of the UEH Council for the 2020-2025 term; Prof. Dr. Su Dinh Thanh – Chairman of the UEH Science and Training Council, former President of UEH for the 2020-2025 term; Assoc. Prof. Dr. Phan Thi Bich Nguyet – Chairwoman of UEH Alumni; Assoc. Prof. Dr. Nguyen Phong Nguyen – Rector of the UEH College of Business; Dr. Tran Anh Hoa – Vice Rector of the UEH College of Business; Prof. Dr. Nguyen Truong Thinh – Vice Rector of the UEH College of Technology and Design (CTD), concurrently Dean of the Institute of Intelligent and Interactive Technologies; Assoc. Prof. Dr. Tran Ha Minh Quan – Rector of UEH Honours College; and Dr. Nguyen Thi Thy Lieu – Acting Director of UEH Mekong, along with leaders of various departments, institutes, and schools at UEH and UEH Mekong.

Under the cooperation agreement, UEH and the Vinh Long Provincial People's Committee will collaborate comprehensively in the fields of research, training, consulting, and knowledge transfer to serve the province's socio-economic development strategy up to 2030.

Specifically, the two parties agreed to implement key initiatives, including:

Consulting on and providing feedback for socio-economic development policies and planning, focusing on assessing potential, identifying bottlenecks, and proposing strategies for innovating the province's growth model.
Training, fostering and developing high-quality human resources to meet the practical needs of key sectors such as the digital economy, green economy, high-tech agriculture, urban management, tourism, logistics, and e-commerce.
Scientific research, innovation, and digital transformation, promoting applied projects for the locality and supporting enterprises in innovating their business models and developing a circular economy.
Enterprise development, investment, and trade promotion, partnering with the province to connect businesses, organize socio-economic seminars, and innovative startup programs.
Strengthening international cooperation and regional connectivity, expanding academic networks and development partnerships in the Mekong region.
Partnering with the province in sustainable development and community knowledge dissemination, aiming for green transition, digital transformation, and international integration.

One of the key highlights of the agreement is that UEH will support Vinh Long Province in researching and consulting on breakthrough development strategies, programs, and plans, particularly in fields such as the green economy, high-tech agriculture, smart cities, and digital human resource development.

Speaking at the signing ceremony, Prof. Dr. Nguyen Dong Phong emphasized: "The cooperative relationship between UEH and Vinh Long Province has been built on a solid foundation over many years, especially since the UEH campus in Vinh Long officially became operational. Its transformation into UEH Mekong is not just a step forward in scale but also an affirmation of a new vision—for a sustainable Mekong Delta and Mekong Subregion. Today's cooperation agreement is a strong commitment from UEH to partner with the province, promoting practice-oriented training and research, making tangible contributions to local development."

Delivering directives at the signing ceremony, Ms. Ho Thi Hoang Yen – Standing Deputy Secretary of the Provincial Party Committee, shared: "The leadership of Vinh Long province desires this to be a comprehensive cooperation across all fields. The partnership between UEH and the Vinh Long People's Committee in recent times has already yielded many positive results. Now, with UEH's new scale of development and the province's determination for renewal following the merger of Vinh Long, Tra Vinh, and Ben Tre provinces, this cooperative relationship will not only enhance the quality of our human resources but also play a crucial role in the socio-economic development of Vinh Long province in the new era."

Speaking at the ceremony, Assoc. Prof. Dr. Bui Quang Hung – UEH Interim President, stated: "UEH is fully aware of its role and responsibility as a key national public university with a mission to accompany localities in their sustainable development. This cooperation agreement is a concrete step in realizing our three pillars: Human Development, Knowledge Development, and Sustainable Development. UEH fully agrees with the proposed contents of the 2025-2030 cooperation agreement, with the desire to build a deep and extensive partnership that is suited to the transformational context of the locality and the country in the new era. We hope that the Provincial People's Committee will also appoint a task force so that we can jointly build a detailed action plan, ensuring that progress and results are regularly evaluated. We are confident that after five years, we will achieve meaningful accomplishments that contribute to the mutual development of both parties."

In his response, Mr. Lu Quang Ngoi – Chairman of the Vinh Long Provincial People's Committee, highly valued the excellent cooperative relationship between UEH and the province. He stated: "The 2025-2030 cooperation agreement not only builds on the achievements of the previous period but also expands into many new areas, consistent with the province's development orientation and the Government's policies. I expect that this comprehensive cooperation will continue to produce concrete, practical results, contributing to the development of high-quality human resources, promoting innovation, digital transformation, smart urban development, the green economy, and international integration for Vinh Long Province in the coming period."
