Attending the meeting from the University of Economics Ho Chi Minh City (UEH) were Dr. Dinh Cong Khai - Vice President of UEH; Assoc. Prof. Dr. Pham Duong Phuong Thao - Deputy Head of the Department of Research - Development and Global Engagement, along with UEH staff.
From British Council Vietnam, attendees included Mr. James Shipton - Country Director, and Ms. Phan Thi Bao Phi - Education Programme Manager.
Overview of the working session
The purpose of the meeting was to discuss UEH's strategic orientations in science, technology, and innovation. Additionally, both sides explored partnership opportunities between UEH and educational institutions in the United Kingdom in areas such as joint research, transnational education, capacity building, and potential forms of support that British Council Vietnam could offer to UEH in implementing its development strategy.
Speaking at the meeting, Dr. Dinh Cong Khai shared UEH's vision of becoming a multidisciplinary university with research and training capabilities on par with regional institutions. The core of this strategy is the integration of science, technology, design, and public policy. UEH is actively promoting digital transformation, operating an innovation model, and pioneering new academic programs to meet the demand for a high-quality workforce. Concurrently, UEH continues to develop English-taught programs and implement joint degree models such as 2+2 and 3+1 with international partners, thereby enhancing learning and exchange opportunities for students.

Within the discussion, Dr. Dinh Cong Khai expressed a desire to further expand the network of partners in the UK and engage in comprehensive collaboration in research, training policies, English program development, and academic exchange. In discussions with the British Council Vietnam representatives, UEH proposed in-depth collaboration to develop English for Academic Purposes (EAP) programs for students and training courses to enhance the capacity of its faculty in English as a Medium of Instruction (EMI).
During the exchange, Mr. James Shipton - Country Director of British Council Vietnam, proposed several potential forms of support, including:
+ Training and consultation on English as a Medium of Instruction (EMI) methodologies for faculty;
+ Proficiency assessment and the development of tailored English language training roadmaps;
+ Providing English for Academic Purposes (EAP) courses for both faculty and students.

Ms. Phan Thi Bao Phi - Education Programme Manager of British Council Vietnam, also affirmed their commitment to acting as a bridge, assisting UEH in identifying and connecting with the most suitable partners in the UK based on the university's specific needs.
Concluding the meeting, representatives from UEH and British Council Vietnam agreed on concrete next steps. Both parties will continue discussions to implement a pilot program, tentatively scheduled for the first quarter of 2026. The working session was productive, opening up strategic collaboration opportunities aligned with UEH's goals of enhancing higher education quality and international integration.
