UEH Signs Cooperation Agreement with Tay Ninh Provincial People's Committee on Smart Governance, Innovation, and Artificial Intelligence

On December 12, 2025, within the framework of the Asia R&D Connect 2025 forum, the University of Economics Ho Chi Minh City (UEH) officially signed a Cooperation Agreement with the Tay Ninh Provincial People's Committee on Smart Governance, AI-driven Innovation, and Sustainable Development. This is a key activity, marking a new stage of development in the University's strategy to expand local partnerships in the fields of science, technology, innovation, and high-quality human resource development.

Attending the signing ceremony from the UEH delegation were: Dr. Dinh Cong Khai – Vice President of UEH; Prof. Dr. Nguyen Dong Phong – Chairman of the UEH Development Strategy Council; Assoc. Prof. Dr. Tran Ha Minh Quan – Rector of UEH Honours College.ISB; Truong Minh Kiet, M.A. – Acting Head of the University Office; Assoc. Prof. Dr. Pham Duong Phuong Thao – Deputy Head of the Department of Research - Development and Global Engagement; Dr. Nguyen Thi Thy Lieu – Acting Director of UEH Mekong; and Assoc. Prof. Dr. Tran Phuong Thao – Vice Rector of UEH Honours College.ISB.

From Tay Ninh Province, attendees included: Mr. Nguyen Hong Son – Vice Chairman of the Tay Ninh Provincial People's Council, and Mr. Pham Tan Hoa – Vice Chairman of the Tay Ninh Provincial People's Committee, along with representatives from provincial departments and sectors.

Speaking at the signing ceremony, Mr. Pham Tan Hoa, Vice Chairman of the Tay Ninh Provincial People's Committee, stated that in the context of deepening globalization and digital transformation, localities must connect with knowledge hubs, expand cooperation, and adopt advanced governance models to achieve rapid and sustainable development. Therefore, signing cooperation agreements with prestigious universities and research institutes from South Korea and Vietnam, including UEH, is a strategic step that will help build the knowledge, technology, and human resource foundation for the province's new development phase.

Representing the UEH delegation, Dr. Dinh Cong Khai, Vice President of UEH, acknowledged and highly valued Tay Ninh's cooperation orientation. He affirmed that the University 's readiness to partner with the province to realize its vision of becoming a leader in developing a knowledge-based economy and applying science and technology in state management.

Within the framework of the cooperation agreement, UEH, along with the International Education Institute (IEI) of UEH Honours College.ISB, Inha University (South Korea), and the Smart Governance Policy Research Institute (SGPRI, South Korea), will collaborate with Tay Ninh Province to implement key activities in Smart Governance, AI-driven Innovation, and Sustainable Development.

Specifically, the parties will exchange faculty, researchers, and experts; implement interdisciplinary research on AI, smart governance, smart cities, and sustainable development; develop training programs for high-quality human resources for the province; organize international conferences and forums; and pilot AI application projects to serve citizens and businesses; and support the development of science-technology development and digital transformation strategies.

UEH will also co-establish a Korea-Vietnam AI Policy & Governance Lab to research AI ethics, data governance, and digital policy innovation. The University will partner with the locality to implement the Tay Ninh Smart Province model for the 2026-2028 period, focusing on digital governance, open data, smart sectors (tourism, urban development, agriculture), and a data policy sandbox based on international standards. Additionally, multi-level training programs, short-term courses, a Korea-Vietnam AI Scholarship, and a Korea-Vietnam AI Innovation Fund will be launched to foster a local AI-driven startup ecosystem.

Through this partnership, UEH affirms its role as a strategic academic partner, accompanying Tay Ninh Province in its transition to a modern governance model, the development of a knowledge economy, and the building of a sustainable innovation ecosystem. This is a concrete step in realizing UEH's "City University" model, helping to make university knowledge a core driver for economic growth, social development, and a sustainable future for the locality and the nation.
