UEH Partners with the Ministry of Education and Training to Host Conference on Digital Transformation in Education, Leading the Journey Towards a Smart University

From December 3-4, 2025, the "Digital Transformation in Education and Training" Conference, organized by the Ministry of Education and Training (MOET) at the University of Economics Ho Chi Minh City (UEH), brought together Ministry leaders, representatives from educational management agencies, localities, and educational institutions nationwide. The conference aimed to review the implementation of Decision 131/QĐ-TTg on enhancing IT application and digital transformation for the 2022-2025 period and to discuss and propose solutions for the next phase, 2026-2030.


An overview of the "Digital Transformation in Education and Training" Conference

The conference was honored by the presence and guidance of Assoc. Prof. Dr. Nguyen Van Phuc – Deputy Minister of Education and Training.

Also attending were leaders from various MOET departments, including Mr. To Hong Nam – Deputy Director General of the Department of  Information Technology and Science; Mr. Nguyen Son Hai – Deputy Director General of the Department of Information and Communications Technology; Mr. Vu Minh Duc – Director, General of the Department of Teachers and Educational Administrators; Mr. Dang Van Huan – Deputy Director General of the Department of Higher Education; Mr. Nguyen The Son - Deputy Director General of the Department of General Education; Mr. Pham Vu Quoc Binh - Deputy Director General of the Department of Vocational Education and Continuing Education; along with the presence of representatives and officials from relevant Departments and Agencies under MOET.

From UEH, attendees included Prof. Dr. Nguyen Khac Quoc Bao – Chairman of the UEH Council; Assoc. Prof. Dr. Bui Quang Hung – UEH Interim President; along with leaders from member colleges, departments, and schools/institutes.

The conference also welcomed delegates and distinguished guests from Central ministries, committees and agencies; representatives from provincial and municipal People's Committees; leaders and officials from Departments of Education and Training; leaders, lecturers, and staff from universities, academies, colleges nationwide, as well as experts and representatives from partner organizations and enterprises in the education and digital transformation sectors.

In his opening speech, Assoc. Prof. Dr. Nguyen Van Phuc, Deputy Minister of MOET, emphasized the urgent need for digital transformation in education to enhance the quality of teaching, governance, and international integration. He highlighted the conference as a vital forum connecting the "three pillars": the state, educational institutions, and enterprises, to promote the widespread and sustainable adoption of digital transformation initiatives throughout the sector.

Honored to partner with MOET on this journey, Assoc. Prof. Dr. Bui Quang Hung, UEH Interim President, shared: "Digital transformation in the 2026-2030 period will be even more pivotal as we redefine the university in the era of AI and open data. UEH views digital transformation not merely as a technology project, but as a journey to reconstruct a modern university model—one where data is the foundation of governance and training, where all operational processes are seamless and transparent, and where every student is empowered to learn with technology in a personalized and limitless way. The University is ready to partner with MOET to build the principles, data standards, and roadmap for a national smart university."

Multidimensional dialogue on digital transformation in education:  From State management to implementation models at educational institutions and enterprises

The conference's presentations provided a comprehensive picture of digital transformation in education from 2022-2025 and set the direction for the 2026-2030 period, covering all levels from K-12 to higher education, as well as the involvement of technology enterprises.  The thematic reports analyzed implementation results, remaining difficulties, and key solution groups for the next phase. In addition to the state management perspective, presentations from enterprises and educational institutions supplemented practical implementation experiences, effective models, and practical lessons, contributing to shaping major orientations for the future digital education ecosystem.

As a co-organizer and a pioneer in digital transformation in Vietnam, UEH shared its digital transformation strategy, models, and practical lessons from its journey toward building a smart university ecosystem at the conference.

Digital transformation experiences and solutions in education from Central to local levels and educational institutions

Through presentations on practical implementation, specific challenges at each educational level, and solution-oriented proposals, the papers highlighted the need to innovate governance models, standardize data, develop digital learning resources, and enhance the digital competencies of both learners and educators. The participation of regulatory agencies, local governments, schools, and technology companies created a multidimensional picture, demonstrating that digital transformation in education can only succeed through interconnected collaboration across the entire ecosystem.

In addition to reports and presentations, delegates also exchanged and contributed opinions during the discussion session, helping to clarify key issues of educational digital transformation for the coming period.

The conference concluded with insightful perspectives and practical recommendations for the 2026-2030 period. The contributions from regulatory bodies, localities, educational institutions, and enterprises demonstrated that digital transformation is an essential catalyst for modernizing Vietnam's education system. In this spirit, UEH reaffirms its commitment to partnering with MOET to develop data standards, shared digital platforms, and innovative solutions for the entire sector. The University will continue to share implementation experiences, expand cooperation with technology enterprises, and promote modern educational models, contributing to building a transparent, effective, and sustainable digital education ecosystem.

UEH's Pioneering Journey in Educational Digital Transformation

For nearly 50 years, UEH has identified digital transformation as a core strategy to redefine the Vietnamese university model. The University aims to be a data-driven, smartly governed institution with flexible teaching and learning, centered on the learner.

From 2020-2025, UEH implemented digital transformation based on the Digital Maturity Framework for Higher Education Institutions (DMFHEI), focusing on building a foundation in infrastructure, data, and digital governance. For the 2026-2030 period, UEH will upgrade and expand based on the UK's JISC Digital Transformation Assessment Framework.

UEH is implementing six core pillars for its 2026–2030 digital transformation strategy: (1) Organisational digital culture; (2) Knowledge creation and innovation; (3) Knowledge development; (4) Knowledge management and use; (5) Knowledge exchange and partnerships; and (6) Digital and physical infrastructure.

UEH has also freely transferred its online learning system to support high schools and localities and has actively participated in international projects like Erasmus+ Digital Move to disseminate its digital education model regionally and globally.
