Affirming the role of a national key university pioneering in training, research and knowledge creation for sustainable development, University of Economics Ho Chi Minh City (UEH) continues to carry out their mission of accompanying localities across the country in the process of strong innovation and transformation. Following the success of the seminar held at Ho Chi Minh City campus on April 4, 2025, contributing to the provinces and cities in the Southeast, Central Highlands and Central Coast regions; on the morning of April 17, 2025, UEH organized the seminar "Implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation for provinces in the Mekong Delta region" at UEH Mekong. The objective of this seminar is to enhance the exchange of knowledge, practical experience and to propose breakthrough and feasible solutions for effective implementation for provinces and cities in the Mekong Delta (MD), contributing to improving competitiveness, promoting science and technology development, innovation and digital transformation towards the goal of sustainable development in the national development era.
Attending the seminar, on behalf of the Ministry of Science and Technology, there was the participation of Dr. Nguyen Huu Xuyen - Deputy Director of the Institute of Strategy and Policy on Science and Technology, Ministry of Science and Technology. Overview of the Seminar
Delivering the opening speech of the Seminar, Prof. Dr. Su Dinh Thanh - President of UEH - emphasized: "The seminar "Implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the Mekong Delta" is an important academic activity to connect academic knowledge with practice, supporting the provinces and cities of the Mekong Delta towards building appropriate and effective policies. The presentations will delve into the role of the trio, building a startup ecosystem and perfecting digital institutions, while sharing experiences in implementing the resolution, discussing the model of government-school-enterprise linkage, and learning from international experiences. All aim at the goal of sustainable GDP growth for the region and the whole country. UEH believes that the seminar will effectively realize Resolution 57 in the Mekong Delta, especially in the context of localities strongly restructuring and digitalizing, with the companionship of UEH in this process, to contribute to the policy making and overall development of the country."

The seminar attracted attention, sharing and submission of articles from researchers, experts, and local leaders on the given topic, creating a forum for sharing and exchanging views on policies to promote science, technology, innovation, and digital transformation.
The presentation of Dr. Nguyen Huu Xuyen - Deputy Director of the Institute of Strategy and Policy on Science and Technology, Ministry of Science and Technology, on the topic: "Science & Technology, Innovation and Digital Transformation - The decisive factor for Vietnam to become a high-income country by 2045: A case study of the Mekong Delta" highlighted the awareness and the viewpoints on the trio of Science and Technology, Innovation and Digital Transformation (STID) for national economic and social development. The socio-economic development model was dependent upon science and technology as well as local innovation (PII) in the Mekong Delta. Implications for the Mekong Delta region in socio-economic development were based on Science and Technology, Innovation, and Digital Transformation.

Assoc.Prof.Dr. Phan Thi Bich Nguyet, Chairwoman of the UEH Strategy and Policy Advisory Council, presented the article: "Strategies to promote innovation in local socio-economic development: Assessment based on the pillars of the innovation index". The article proposed a strategy to promote innovation in local socio-economic development in the spirit of Resolution No. 57/NQ-TW in 2024 issued by the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation. With a data set on socio-economic and innovation criteria of 63 provinces/cities, the article raised two issues: (i) strengths and weaknesses in each pillar of the innovation index by region; and (ii) the impact of innovation on income groups and the gap between rich and poor in each locality. It also suggested policy implications on regional and sectoral linkages to optimize the effectiveness of innovation strategies in local socio-economic development. These proposals are expected to be the foundation for Vietnam's sustainable development goals in the development era, with a target towards 2030 and a vision to 2045.

Representing the UEH College of Technology and Design, Dr. Thai Kim Phung - Vice Rector - brought a presentation on the topic: "Improving the effectiveness of implementing digital transformation strategies in the public sector". The presentation aimed to provide an overview of digital transformation, the theoretical basis for the effectiveness of digital transformation in the public sector, the current status of digital transformation in recent times, and at the same time propose solutions to improve the effectiveness of implementing digital transformation strategies in the public sector. Digital transformation is an inevitable trend and an objective requirement for development. Digital transformation not only brings convenience to the people but also improves management efficiency, optimizes resources, and promotes socio-economic development. Regarding influencing factors, through theoretical review and practical analysis, the research team provided evidence of the influence on 5 groups of factors, namely (1) Policy and strategy; (2) Technology infrastructure; (3) Human resources; (4) Digital Citizenship, and (5) Digital Transformation Operations Management.

Proposing solutions to promote science, technology and digital transformation from the presentation of Assoc. Prof. Dr. Lam Van Tan - Provincial Party Committee member, Director of the Department of Science and Technology of Ben Tre province, with the topic: "Implementing Resolution 57-NQ/TW and Resolution 03/NQ-CP: Solutions to promote science, technology and digital transformation in Ben Tre". Developing science, technology, innovation, and digital transformation are decisive factors in the development of countries. They are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development. The author offered 7 important groups of tasks and solutions for Ben Tre Province. The province needs to proactively develop training programs and improve the capacity of officials, civil servants, businesses, and the community so that they can master new technologies and be ready to participate in the 4.0 Industrial Revolution. It is necessary to promote research activities, technology transfer, and develop practical application models in life to create conditions for universities, vocational education institutions, scientific and technological organizations to participate in local scientific and technological research, development, innovation and digital transformation activities associated with improving the quality of human resources and creating products of practical value to meet market demand and encourage joint ventures, associations, and technology transfer between domestic organizations and enterprises with foreign enterprises investing in Vietnam, in accordance with the compliance with international law, Vietnamese law, etc.

Determining Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution 03/NQ-CP dated January 9, 2025 of the Government to promulgate the Action Program for Resolution 57-NQ/TW in localities has opened a new direction in the field of science and technology. However, some localities are being confused in their perception and implementation of action plans to put the resolution into practice. Within the framework of this article, we will assess the development trends of technology in the upcoming time to make recommendations on human resources for Vietnam's digital technology industry by 2030, especially in the ABB technology industry group (AI, Blockchain, and Big Data). That comment comes from the speech of Mr. Lam Nguyen Hai Long - Chairman of Ho Chi Minh City Informatics Association, Director of the Center for Technology Incubation and Innovation in Ho Chi Minh City, with the speech: "Some proposed ideas for developing Vietnam's digital technology human resources by 2030". The author provided predictions of 5 key technology trends by 2030. Concurrently, he analyzed that it is necessary to thoroughly remove the 5 barriers in order to solve the problem of digital technology human resources by 2030.
Mr. Lam Nguyen Hai Long - Chairman of Ho Chi Minh City Informatics Association, Director of Technology Incubation and Innovation Center in Ho Chi Minh City - delivering a speech
Following it was the presentation of Dr. Nguyen Kim Duc - Deputy Director of the UEH Institute for Regional Development Research and Consulting, who discussed the topic: "International experience and Vietnam's aspirations to strive towards double-digit GDP growth in the period of 2026 - 2030". The author recommended several orientations for double-digit and sustainable growth in Vietnam. The orientations in this article are in accordance with the followings: (1) a review of international studies on factors affecting economic growth; (2) an analysis of Vietnam's characteristics concerning the Southeast Asian region and some prominent Asian countries; and (3) lessons learned from other countries and focusing on factors driving economic growth. From a review of international publications on factors affecting economic growth, the experiences of developed countries in the region, combined with the characteristics of Vietnam's development strategy, the article suggested solutions for the following 8 groups of factors: (1) Institutional conditions; (2) Human capital; (3) Labor conditions and demographics; (4) Technology, innovation, and structural change; (5) Macroeconomic conditions; (6) International trade and foreign direct investment; (7) Natural resources and geography; and (8) Regional development and connectivity. The study found that Vietnam currently had many similar characteristics to other countries before entering the period of rapid growth and take-off.

After the 6 presentations, there was an exchange and discussion session. This was an important session to clarify practical issues, to share experiences, and to propose feasible solutions for the effective implementation of Resolution 57 in localities.

Opening the discussion was a speech by Ms. Nguyen Lam Thanh Thuy - Director of the Department of Science and Technology of Dong Thap Province. Discussing the results of scientific and technological research and digital transformation in Dong Thap Province, for example the development of the digital economy in Dong Thap has been facing many difficulties, being a purely agricultural province, the agricultural sector accounts for 59%, with 15 enterprises granted certificates of innovation. From the discussion, recommendations were given for scientific and technological research and digital transformation in Dong Thap Province, in which UEH plays an important role in promoting topics on digital transformation.

The speech of Mr. Nguyen Thanh Duy - Director of the Department of Science and Technology of Soc Trang Province, identified the importance of developing science, technology and digital transformation locally, especially in the context of restructuring administrative units at all levels, and provided solutions and recommendations for mechanisms, policies, and studies on assessment to improve science and technology research and digital transformation in Soc Trang Province.

Mr. Vu Minh Hai - Director of the Center for Science and Technology Information, Department of Science and Technology of Can Tho City - discussed the results of scientific and technological research and digital transformation in the city. Can Tho has achieved certain results in establishing a High-Tech Park, an incubator to support businesses to operate effectively; on the other hand, there have been certain difficulties in terms of capital, human resources for science and technology work.

To contribute to the provinces in the region to accelerate the successful implementation of Resolution 57-NQ/TW, Dr. Dinh Cong Khai, Vice President of UEH, introduced research, consulting, training and coaching activities associated with Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo. These practical contents contribute to effectively implementing the major orientations outlined in the Resolution. From this foundation, UEH has suggested research topics on digital transformation and specific digital technology applications for localities, including strategies to enhance competitiveness through the application of science and technology, innovation and digital transformation for rapid and sustainable double-digit development in the new era; strategies to improve the local Innovation Index (PII); strategies to develop the digital economy and digital society for localities; and building criteria to assess digital capacity of civil servants in the public sector.
