[Vinhlong.gov.vn] – On September 8, 2025, at the University of Economics Ho Chi Minh City - Vinh Long Campus (UEH Mekong), the Provincial People's Committee, in collaboration with the University of Economics Ho Chi Minh City (UEH), organized a scientific seminar on "Innovative Solutions for Mobilizing and Effectively Utilizing Resources to Develop Transport Infrastructure in Vinh Long Adapting to Climate Change."

The seminar was chaired by: Mr. Nguyen Truc Son - Vice Chairman of the Provincial People's Committee; Prof. Dr. Nguyen Dong Phong – Chairman of the UEH Council (2020-2025 term); and Assoc. Prof. Dr. Bui Quang Hung – Vice President of UEH and Director of UEH Mekong.
The University of Economics Ho Chi Minh City is currently conducting a State-level scientific research project titled "Innovating Methods for Mobilizing and Effectively Utilizing Resources to Develop Transport Infrastructure in the Mekong Delta, Adapting to Climate Change" (code KX.01.04/21-30), with Assoc. Prof. Dr. Bui Quang Hung - Vice President of UEH, serving as the Principal Investigator.
The project aims to clarify the theoretical basis and build an analytical framework for methods of mobilizing and utilizing resources for transport infrastructure development; assess the current state of these methods and resource utilization for transport infrastructure in the Mekong Delta. Based on these findings, the project will propose viewpoints, orientations, and innovative solutions for the effective mobilization and use of resources to develop transport infrastructure in the region in the context of climate change adaptation.

In his opening speech, Vice Chairman of the Provincial People's Committee, Mr. Nguyen Truc Son, emphasized the necessity, urgency, and theoretical and practical significance of the research project. According to the Vice Chairman, following the policy of merging provincial-level administrative units, the new Vinh Long province has expanded in area and population and solidified its central position in the Mekong Delta. This is a crucial turning point that opens up many opportunities but also presents significant challenges in developing a modern, integrated transport infrastructure that is resilient to climate change and meets the economic development needs of the nation's new era.
Given the current realities and development demands, coupled with limited budget conditions, innovating methods for mobilizing and effectively utilizing resources has become an urgent issue. We need to leverage the collective strength of the state budget, businesses, citizens, and international resources to develop a transport infrastructure that meets socio-economic development requirements while adapting to climate change.
The Provincial People's Committee expects that the seminar will gather many dedicated, insightful, scientific, and highly practical opinions from scientists, experts, leaders of provincial departments, businesses, investors, and researchers. This will serve as an important basis for shaping transport infrastructure development policies and translating them into practical and feasible programs, plans, and solutions to maximize the potential and advantages of Vinh Long province, thereby promoting its socio-economic development in the coming period.

At the seminar, a representative from the Department of Construction presented on "The Current State and Planning Orientation of Vinh Long's Transport Infrastructure to 2030 and Vision to 2045"; a representative from the Department of Finance presented on "Mobilizing Resources for Transport Infrastructure Development in Vinh Long Province: Current State and Recommendations"; and a representative from the Department of Agriculture and Environment presented on "The Impact of Climate Change on Vinh Long's Transport Infrastructure System: Current State and Solutions." The delegates also dedicated significant time to discussing the current situation and proposing solutions suitable for the local context.
