On October 3, 2025, the UEH College of Economics, Law and Government organized the 2025 National Conference with multiple themes centered on public financial policy, economics, public management, and sustainable finance. The conference aimed to propose a comprehensive framework of solutions and a public financial policy governance model linked to economic growth, ensuring consistency between institutional capacity and concrete business actions, contributing to the implementation of national strategies for sustainable development.

Public Finance and Taxation: Identifying Challenges from Digital Transformation and Global Volatility

The opening conference topic "Public Finance Policy – Tax Under the Impact of Digital Transformation, Restructuring and Global Volatility" was organized by CELG in collaboration with Nha Trang University, University of Finance and Marketing, and the National Institute for Economics and Finance (Ministry of Finance). In the context of a global economy fluctuating due to digital transformation, supply chain restructuring, and international commitments, the conference served as a forum for academia, managers, and experts to exchange and propose policy recommendations for Vietnam.

The conference featured two main speakers:

+ Assoc. Prof. Dr. Nguyen Hong Thang (UEH) presented a paper with the topic "The Role of Social Protection Policy in Supporting People to Overcome Crisis". The presentation explored the Shock-Responsive Social Protection (SRSP) model, highlighting strengths and challenges when applied in Vietnam based on digital platforms and practical experience. At the same time, Assoc. Prof. Dr. Nguyen Hong Thang also emphasized the government's role as a "shock absorber" for the socio-economy, thereby proposing suggestions to design an effective system operating according to predetermined rules to support people according to the principle of "Right, Sufficient, Timely" when facing crises.​

+ Ms. Luu Anh Nguyet also shared her research perspectives with the topic "International Experience on Taxation of Encrypted Assets, Legal Framework Suggestions for Vietnam". The speaker from the National Institute for Economics and Finance (Ministry of Finance) provided a comprehensive picture of development trends and international experience in building a legal framework for this type of asset. The paper analyzed in depth how countries such as the United States, Switzerland, and Japan apply different types of taxes (capital gains tax, income tax). Based on the legal reality in Vietnam, the speaker proposed important policy recommendations, emphasizing the need to flexibly classify assets, ensure fairness, and build a step-by-step roadmap for international integration.

The conference received 71 papers, of which 53 outstanding papers were divided into 11 parallel discussion sessions. The content focused on: 

+ Tax policy trends and public finance in the digital era; 

+ Responding to global volatility such as carbon tax and US countervailing tax; 

+ Public finance governance linked to green transformation, sustainable development, and climate change.

From Macroeconomics to Public Governance and Sustainable Business

The afternoon session of the conference took place with 18 parallel discussion sessions on the topics "Vietnam Economic Spotlight 2025-2030," "Creating Public Value: Institutions, State Governance and Sustainable Development in the New Era," and "Sustainable Business: From Research to Policy and Practice".

At discussion sessions on the topic "Vietnam Economic Spotlight 2025-2030," authors focused on shaping the national growth model in the new period. The papers analyzed in depth strategic pillars such as digital transformation and green economy, while exploring new areas such as decentralized finance (DeFi) and encrypted assets, opening paths to enhance productivity and competitiveness for the economy. Notable ideas and recommendations presented at the conference included: 

+ Renewing the growth model toward enhancing productivity and added value, in which digital transformation and green transformation are considered two strategic pillars; 

+ Strengthening institutional capacity and policy coordination, toward an integrated development model between central government, local government, and enterprises, to ensure implementation efficiency and resource allocation; 

+ Developing a modern and flexible financial market, focusing on legal frameworks for new forms of finance such as DeFi and encrypted assets, along with strengthening macroeconomic stability and risk control; 

+ Promoting green and circular economy through tools such as carbon markets, blockchain technology and IoT applications in agriculture, along with emission reduction and resource conservation solutions; 

+ Mobilizing and developing human resources, especially science and technology personnel, through reforming education policies, attracting talent, and encouraging innovation; 

+ Strengthening socialization of investment and development of the agriculture-rural sector, focusing on developing organic agriculture, agricultural insurance markets, and infrastructure in the Mekong Delta region.

Supplementing that economic vision, the conference session with the topic "Creating Public Value in the New Era" raised the key question about the role of the state. Discussions emphasized the importance of institutional reform, streamlining the apparatus and improving efficiency, integrity in public governance. An economy wishing to develop sustainably cannot lack an effective public governance system capable of creating value and serving the people.​

Authors presented papers focusing on two main topic groups: Public Management and Public Policy. Discussion sessions on public management analyzed and discussed mechanisms for creating public value in the context of reorganizing and streamlining the public sector apparatus. Sessions on public policy emphasized the effectiveness of public services in areas such as health, law, digital government, as well as challenges related to integrity and leadership in law enforcement and policy implementation. This affirmed UEH's pioneering role not only in research and training on policy and public management but also in making practical contributions to the country's sustainable development in the new era.

The parallel sessions on the topic "Sustainable Business: From Research to Policy and Practice" also attracted great attention from the academic community with a total of 55 research papers submitted and 35 full-text research papers presented directly at the conference.​

Topics on green finance, ESG governance, circular economy, and carbon markets pointed out concrete paths for businesses to realize sustainable development goals. In particular, the role of technology and innovation through IoT, AI, and Blockchain applications was emphasized as a key lever to reduce emissions and optimize supply chains.

Participants at the discussion session on the theme "Sustainable Business: From Research to Policy and Practice"

With the gathering of many experts, scientists, and policymakers, the conference became a quality academic forum, contributing to clarifying central issues related to policies on Public Finance, Economics, Public Management, and Sustainable Finance. Ideas and recommendations presented at the conference promise to become important reference sources for the process of formulating Vietnam's socio-economic development strategy, contributing to achieving sustainable growth goals and deep international integration in the 2025-2030 period.​
